The stability of the whole of a supplied product quality rather than of its separate samples and parties is a major concern of consumers nowadays by conclusion of the contracts. A persuasive proof of quality stability for a consumer is certification of internal quality management system - confirmation of its correspondence with the requirements of one of international standard ISO 9001:2008.

Certified quality management system allows to enhance the image of your company, acquire new customers and expand internal market segment of your product/ service. It will serve as a "passing" for your supplies to the external market. According to the resolution of the European Community Committee since 1996 ISO 9000 certification had become an obligatory requirement to enterprises-exporters. While concluding an export contract a company which has a certificate confirming correspondence of its functioning quality system to the requirements of ISO 9000 standards is more preferable.

How and where is it possible to perform such certification? If it deals with gaining confidence of customers in your quality system (as a supplier) then it is expedient to perform a third-party assessment and certification of the system since independence, neutrality and impartiality of this third party must be proved and recognized by accreditation. The normative basis of such accreditation is requirements of international standard - ISO/IEC 17021:2006. Fulfilling these norms in an accredited Certification body is a guarantor of its services quality and a major requirement to mutual recognition of the granted certificates. That is why by selection of a QMS Certification body it is necessary to find out where and in accordance with which norms it is accredited. Unfortunately, Russia still does not have a national system of accreditation recognized by the international Accreditation Forum (IAF) (http://www.iaf.nu/) under the Multilateral Agreement on Mutual Recognition conducted accreditation and certification of management systems. Therefore Russian- based enterprises in order to perform ISO 9000 certification recognized abroad have to apply to foreign accredited Bodies which services prove to be quite expensive. However, starting from 1999, Russia set up certification bodies which receive recognized accreditation system IAF / MLA.

Establishing of ACERT Bureau in 2000 provided Russian-based enterprises with the most rational way of certification of their quality management system in the Russian Certification body which has the accreditation in the German accreditation body TGA (Tragergemeinschaft fur Akkreditierung) (http://www.tga-gmbh.de/index.php?id=0011). TGA is one of the representatives of 39 countries participating in the Multilateral Agreement (MLA) concerning mutual recognition of accreditations of international Certification bodies and ACERT Bureau- the Russian-based Certification body- belongs to it as well.
